No start after battery replacement

2007 Wrangler started having battery problems & finally wouldn’t start even with a jump. Took battery out & had it test @ O Rielys. No surprise, tested bad. Bought new battery & after installing it acted like dead battery…dash lights flicker, dim dome light with no crank. Volt meter says I have 13.1 volts. Tested with my load tester & passed. Battery connections are good, clean & tight. Put my jump box on just out of curiosity and got it to start to crank then dash went black came back on started to crank briefly then went black again. Seems like it would start if it would crank long enough. Went around to the battery & heard clicking noises coming from the TIPM. I switched some of the relays around but made no difference. Any ideas?

I hear a lot of problems around those TIPM things, so I wouldn't be surprised if it's bad, and my understand is you gotta replace the whole thing. If not that then possible an ignition switch issue.
