I have a 2015 Chevy Cruze with 12900 miles. When my check engine light comes on I can read and reset the code just fine. I've had the vehicle for 4 years now and i just went to get it inspected in Massachusetts and it failex emissions because it couldnt connect. Any suggestions?

Have you checked that both ground connections in the connector are OK?

so what happens when you try?
Check your fuses. It may not be getting power. It should have 12V on pin 16.
Sometimes it shares a fuse with the cigar lighter.
