I just repcace the cooling fan switch and only 1 cooling turns on when the car gets to temperature. What else is causing it to just to turn one 1 cooling fan?
Try turning the a/c on and see if the other fan turns on sometimes that’s the main purpose of one of the fans
Even after turning on the ac , only 1 cooling turns on.
If i give direct power to the other fan it will turn on.
As long as it turns on with direct power now it’s time to figure out what the input is that turns that fan on or it’s purpose. From there you can check power to it knowing when it’s supposed to be engaged and at the point the power should be coming from
The 2 fans only turn on when the ac turn on. But when it gets to temperature only one 1 cooling fan turns on.
So the second fan does turn on with a/c operation? That sounds like Normal operation

I have another toyota camry 1991 3sfe and both fans turn at the same time when the car gets to temperature.
Both cars have the same engine 3sfe and same system , one car is 1988 and the other is 1991
It is still possible they could operate differently. I have not worked on one of those specifically just know that a lot of vehicles one fan is solely for ac operation or may kick on if it sees a certain temp to prevent overheating. If the car is not running hot or overheating I would say it sounds like it’s working as it should
Since right now, in Texas is around chilly between the 45-55 i will leave as is. But once the summer hits, ac will be turn on all of the time.
Yeah turn the AC on full blast then both fan should work if they don't the fan that is not working is probably burned out unplug it and give it power and ground and if it doesn't spin then you know the fan is bad
