P0130 Check Engine Light

Hi Scotty I have a 2000 Honda Civic Ex with 228,346 miles on it and my check engine light is on & when I plugged in my scan tool I got this code P0130 low circuit voltage Ho2s B1 S1 and another message “System bank too lean,” and I’ve notched the gas mileage has went down and also too my dash lights and headlights flicker and this strange noise comes from the hood whenever the lights slicker. I cleaned the mass air flow and throttle body, changed my downstream oxygen sensor, checked for vacuum leaks and checked my air filter but the check engine light came back on. What can the problem be? Is it possible there’s a short somewhere in the wiring and if so how can I check that ?

Load test the battery and alternator. You may have weak electricity which causes these issues.
