It's called a resonator and it reduces engine noise. Just make sure it's clean inside and that a critter hasn't tried to make a nest in it.

that's right and the top one is doing the same exact job as the bottom one.
Engines don't breathe air continually. They take many small gulps, just like we do, only faster. Similarly, exhaust doesn't come out in a steady flow, but rather in short, fast, farts (again like us lol)
Resonators, whether on the intake or exhaust, smooth out pulses so they're quieter and not all "BRAPPITY BRAPPITY BRAAAAAAAAP"
