I have a 2005 ford focus zx4 2.0L I had someone tell me my PCM was fried would I still be able to get PO codes if my PCM WAS actually fried?

There is a non-zero possibility, but the problem needs to be diagnosed properly and thoroughly before arriving at such an unlikely (and expensive) conclusion.
The PCM is not a monolithic unit. It is composed of many different (sometimes independently working) circuits and chips. It's possible for it to partially fail.
