If my project car has never turned over since I put the motor in could it be a bad alternator problem? the lights are still bright interior. The headlights aren't installed in yet. wipers work, Just wont turn over. Engine is not seized.

No. The battery starts the car, not the alternator.

You have several things to check: 

1. The most obvious is a faulty ignition switch, and/or power/ground problems to and from the switch;

2. A faulty fuel pump. No gas, no go.

3. Disconnected or damaged fuel injectors
