I have 2009 RAV4 2.4 liter made in japan. It burns oil and gives poor gas mileage. Would like to know if I use Lucas high mileage stabilizer or Lucas low viscosity stabilizer.
It runs 350 - 400 KM on a full tank in City/Highway driving.
200 - 250 KM in City and 450 - 500 KM on Highway.
It has become a gas hog.

Neither product is likely to do any good.
For the oil issue, change PCV valve and run some oil cleaner and pray it helps. Otherwise, just keep adding oil.
For the mpg, start with basics: change air filter, have enough air in the tires,... Search this forum foe more info.
Have tried everything: Changing Air filter, Spark Plug, Gas filter, cleaning injectors, have new tires, used engine, gas and transmission additives. changed coolant, etc. Still gives worst gas mileage.
What mpg do you get on highway ?
Around 279 miles on Full tank.
Will change the PCV valve and see if it reduces oil consumption and improves gas mileage.
Check the fuel trims as well (you need a scan tool for that).
I have checked that and the STFT is around +- 0-5 and LTFT too is +- 0-5
