We have a new RAV4 prime plug in hybrid and it has halogen headlights, do you think it would be possible to replace them with LEDS to reduce power consumption.

If you replace the factory lights with aftermarket, you probably will void your warranty and may do untold damage to your electrical system.

You don't need to worry about this, if this is your main concern.
