Hey Scotty I have a 1998 Dodge ram 1500 quad cab SLT Laramie 1500 4x4 all my lights turn on and the headlights the turn signal blinkers and the emergency blinkers as well except for the regular front lights they don't turn on I replace them both on the front and one side is little bit loose it's impossible to tied on and they are new replacements and they are new replacements what do you think could be the problem help me?

Do the high beams work? It likely is an electrical issue or possibly a blown fuse.
