Have 2007 2500 Cummins 5.9 no codes but I come to a complete stop it’s revs to 1 and when I let go it’s launches a little and goes back to normal when I press gas. Also when I go from park to a gear it start to rev up until I put it back to neutral or park. Change the fuel filter, fuel regulator, check for the catalytic converter but no one finds the problem.

Well first start with a diesel mechanical understands diesels. They're much different than regular gasoline vehicles and many guys don't know how to work on them correctly. You probably have something going on with the injection system sticky, but like I say they're very complex and only a real diesel mechanic should attempt to work on them
