Is it normal for my Toyota Camry 1997 to have a rough idle when starts but goes to normal after warming up?

That depends on a lot of variables eg. weather, maintenance routine, what mileage. But I would change a car.

Could be ignition coil, spark plug, fuel pump, etc etc. All components are linked up and 1 symptom could be a mix of everything. The baseline regular maintenance has to be achieve first to cut out the noise.
Assuming if regular maintenance was done, then it might be the ignition coil as that doesn't get change often. but if the ignition coil is bad then the spark plug might be worth a check.
