Looking at a loaded 06 explorer with the 4.6 v8, always dealer serviced, oil changed every 3k, no rust, no leaks, 166k on the clock for 4250, is it a buy? Thanks.

Have you checked the "I need a vehicle" section of the FAQ?
That is listed as one of the worst vehicles you can buy, I'd check there before looking at a vehicle.
I would not do that especially with that price. I would pay $1500 if the mechanics check it and give ok. The transmission on these cars are weak and go out soon. If you want to buy it, ask a mechanic to check the car, especially the transmission.
Price depends on your location & negotiating skills.
No matter what the seller claims, have it checked out thoroughly by a reputed mechanic, before you buy it.
With that mileage, I’d pay a lot less.
