Absolutely unsafe. Rubber degrades over time, glue dries out, treads are far more likely to separate at high speeds. Even if they were never used (new old stock) they would be dangerous.

No, not safe if you are going to accelerate, corner or stop. Tire traction is what keeps you from crashing into cars and fixed objects. Drive it to a tire shop first if you want to drive the car in traffic.

If the rubber is cracking. No matter what condition the tire is in its probably time for some new ones
