Seat airbags

I recently bought a 2010 Toyota Scion tC.  I love this car but have a serious concern about the side airbags built into the seats.  As cars age seats tend to rip and wear through.  Although my seats are still in excellent condition what happens when this occurs?  Will the airbag and the mechanism for the bag become exposed and a potential danger?  This seems to me like a bad thing!  Changing the seats or disabling or removing the airbags might sound like a good idea later on but I would bet that would violate Federal law and could end a person up in serious trouble.  Your thoughts?

I would leave the airbag alone. It would only deploy when the sensors detect a accident happening.

In terms of changing airbags in general, you wouldn't be breaking a federal law if you said you were going to just replace it.
