Can you reset the service light on a 2013 Chevy Tahoe without a scanner

If you leave the battery disconnected long enough & try cranking it (to drain any residual power stored) that can work.
It's much easier to go to AutoZone & use their free scan tool to clear it.

Check your owners manual but often the lights will reset by them selves after 3 or 4 "normal driving cycles" if the problem has been corrected.
