The people test drive cars while the owner is on the car. 

Personally I wouldn't buy a car I couldn't start from cold and then test drive.

You let them drive it with you in the car. Good idea to check for their license. You will never get a full feel of the car unless you drive it. I think this is a normal part of anyone buying a car and should be questioned if they don't let you drive it. (Like they have something to hide from you)

No. Take them for a ride, but when they own it they can drive it all they want.
