Buying from a private party. Used 2003 Honda Accord Ex sedan 4D fully loaded. $1,500, 230,000 miles. Only issue is that catalytic converters was cut off and straight pipe was sealed.

No. The cut off cat is not a good sign for a car to buy. Legally, you can not remove the cat.
Also, that Honda is notorious for transmission issue (Automatic).
Ok. How bout a 1999 Honda Accord for 1,200 don’t know how many miles it has.
No. Realize that if you buy a car for $1200 (especially in this market), you should at least expect to spend the car money for repairs. Save more and buy a better car.
