[Solved] car shakes on low speed

I have a 2009 Camry base, had vibration issues with axle and tie rod boots being worn. I fixed the axle and changed boots of tie rod. My car wobbles on low speeds 0-40kmph and at 50kmph is more noticeable, goes away at about 60+kmph. My wheels had been balanced. what could be the issue? please help.

Update on the situation. Found out 2-3 mechanics somehow missed the tie rod check. The left tie rod is loose which caused the vibration and all 4 suspension struts have gone bad. Will be replacing the tie rod assembly probably in few weeks but the suspension looks like a big job. I did some research and found Japanese company known as KYB produces the shocks for 09 Camry, but they are definitely expensive. I would like the original or better/softer ride quality rather than some cheap coil overs.
Do any of you have any suggestions on quality and affordable suspension for my car?

Also to address InThrustWeTrust's question, my tires are almost 2 years old, the rubber looks in good shape and they still have life left in them. Car is not driven more than 350-500km a week.
