2013 silverado 4.8 80k miles starts to overheat without a/c on (fans only turn on when the ac is on)

Your primary fan is dead. Since the a/c fan has been taking up the slack I'd replace both at the same time so you don't have to worry in the future.
They both turn on when i turn the ac on

If the one fan for the AC is coming on but the main cooling fan is not, I would suspect a faulty fan control module.

Hotwire the fan to see if it works. If it does then either the sensor that controls it is bad or the module that controls it is.
