2014 camry    automatic   i4.   2.5L 155000 miles         loss 50%  aceleration.     is catalytic   converter      very hard go above 50mph    -60mph.  and uphil.

mass air flow sensor is good   (clean) 30/g when acelerate.  spark plug changed  , throtle body clean.

change oil ontime    5000 miles

4 wheel no sticky caliper checke.

car no stall  no die  suddenly.

car start fine in the morning

no po420         only 1 code  p1604    i think not relay with the aceleration  speedd.

is ok just change  the top  catalyic convert. first  .or change both?       botton        will it get back power?   top catalyic converter first

It certainly could:

You need to analyze the live data before throwing parts in the car.

Code p1604 has nothing to do with catalytic converters.  Check you fuel and charging systems first as per this -

as @yaser has pointed out.
