I just purchased a pair of after market spec d halo projector headlights for my 2003 eclipse. Both lights are plug n play with additional fuse boxes and 2 pos & neg wires. I quick connected wires on driver side to running lights and work np. However, passenger side, only low & high beams work but not halos. Do you think they're defective? Any additional thoughts well appreciated.

Probably bad. Test halos independently via direct connection. Leads may be labled incorrectly and have to be reversed. Hopefully they work after switching leads. Otherwise, I hope you can get an exchange for a defective light.
I've seen this before. In addition to the above comment something worth considering is that in some cars the running lights and the headlights are on separate electrical system. Often times aftermarket halo lights are designed where the halo is featured during activation of the running light switch. It could very well be that you have to take the leads from the halo light and splice them into the running light lead of the harness. In my experience the best place to ask for very specific advice like this might be the car forum dedicated to your specific car. In a specific forum you are more likely to find someone who wired those exact same headlights to that exact same car and found a solution for how to make it all work. Aftermarket headlights can be really tricky.
