Please sometimes my 2004 corolla steering wheel vibrates when the car gets to 60-70mph. And then when i step on the brakes, it vibrates more even tho my brakes and rotors are in good condition. I already balanced all the four tires and changed the left passenger axle but it still vibrates. what could be the problem?
Try rotating the tires, front to back, back to front, and see if the vibration at 60 mph goes away.
You can use a dial indicator on the rotors to see if they are warped.
Use a micrometer and check the thickness of the rotors in several locations.
Remove any rust and scale that might be on the hub/s and back of the rotor/s as well as the wheel/s.
Check caliper hardware and make sure the calipers can move freely.
I suspected warped rotors. Did you also get a front-end alignment after changing left axle?

it started even before i changed the axle.

Sounds like multiple issues. Warped rotors do not cause a vibration unless the brakes are applied. So...at certain highway speeds...it can be a out of balance tire, tire with a shifted belt or bent wheel from hitting a curb or pothole, Sometimes its the interaction of the tires and a poor road surface...worn out struts/shocks.
New rotors can quickly be ruined by an impact gun overtightening the wheel nuts. And of course overheating...riding the brake pedal and using the throttle at the same time, long hills, stuck caliper, worn out rotors (they can look perfect, but be too thin to dissipate the tremendous amount of heat generated when even normal braking). I've encountered new rotors, straight out of the box, that were warped.
A trip to the alignment shop would be a good idea. Check all the steering components and wheel bearings for wear.
I've seen motor mounts set up weird vibrations...usually those occur on heavy acceleration when the engine tries to twist itself out of the vehicle.
Check track rod ends
Upper and lower ball joints
Wheel bearings
Uper and lower bushing just jack car up and pull on wheel if yhere worn you can usually hear these thing knock about if there realy bad

Check whether that tyre has any defects or flat spots on any of the tyres that you currently have fitted to the car. Your brakes are warped too, from what you have described in the original post.
