Hello Scotty
My Friend has a 2011 Toyota Camry XLE 3.5L V6 Automatic around 120k Miles
Well her complaint is that the Dash is Sticky and so shiny that it's producing a glare on the windshield, Unfortanly the recall ended May/ 2020 from speaking with the Toyota dealer and Toyota Corp 800-331-4331
How can I clean this dash safely?

I had good luck using Isopropyl alcohol, you can try starting in a small patch to see how it works for you, then go for the whole dash, but bear in mind that it will never look like a brand new dash, after that the plastic will look odd.
I guess your best bet is to get a dash cover though
