How can you tell if the timing belt needs replace? With out remove all the cover, is it possible?

Usually you go by the mileage given in your owner's manual.

If its an interference engine and you are at the mileage specified in the maintenance section of your owners manual, change it. If its a non-interference, drive it until it breaks and then see if its worth fixing it.
