I guess I’m with @mmj, I’d say Cooper from your list.
But what is best really depends on your priorities and use. Also, tires are an item where it is hard to always judge quality by the brand; you have to look at the individual model. For example, Michelin is probably the best tire brand top to bottom, but while they make some great tires (Defender LTX M/S) they make some pretty mediocre tires (LTX AT2) too.
I’d start by taking a look at Tire Rack; they have pretty good info from customer reviews as well as pro tire evals. Canadian Tire has some good info, too.
