Tire pressure, trust the door, or the tire.

Got a 16 Honda civic lx. The door frame says 31psi, the tire says 51psi. Do i follow what the tire says or what the door says?

always use manufacturer  recommendation

If you purchased a tire of the size and type recommended for the vehicle, use the tire pressure numbers recommended by the vehicle manufacturer.

If the tire is of a brand, size, rating, or configuration that was never intended to be used on your vehicle, you're on your own. Use whatever pressure you want ?? LOL

Follow what the door says. The pressure rating on the tire is the maximum pressure that can be in the tire, its not what is going to be the best for your car. If you overinflate by that much your car will ride terribly, the middle of the tires will wear out extremely fast, and traction will suffer.
