I have a 2015 Cadillac ATS 2L Turbo and the oil recommendations is DEXOS1 (gen2) 0W/30 (winter) or 5W/30. Can I use this new oil 0W/16 that's coming out?

0 w 16 will be too thin for your car and you could run into excessive wear issues.

Always stick to the recommended oil by manufacturers.
