[Solved] Tire Repair Kit

General question about two different tire repair kits. Both these kits come with, a T handle probe tool, a T handle insert tool, and repair plugs. But the biggest difference is one comes with a lubricant, and the other comes with rubber cement. 

Is rubber cement even necessary for tire plugs? I thought they were self-vulcanizing? Is the lubricant even necessary? Or does it just make the job easier. 

No specific make and model, just a general question for most tires in passenger cars.

Well lubricant makes it install easier. Sometimes it's hard pushing those things in. Now. Ages ago they all came with rubber cement, but most of the plugs these days have sticky goo in a plug already and you don't need extra glue
