Has anyone gotten their tires changed at Walmart? Are their tires good? Or should I get my tires at Costco?

Costco.  Better tires. Better guarantee.

I have. Their "Douglas" brand tires are made by Goodyear and are a decent budget tire.

I won't let them touch my car though. I take the rims off and bring them over to the store for tire installation and balancing.

I don't have a Costco membership so can't say from personal experience, but if they have leading brand tires at good prices then why not?

I've purchased Douglas tires from Walmart and they were just fine...Now would I put them on a Vette or something equivalent...Nah

Yeah, they're just decent everyday tires - not Michelins but not junk either.

If you have a Costco membership, they seem to have pretty good prices, which includes rotation and balancing for the life of the tire.

Yes, I had a tire changed at Walmart. It was a horrible experience. I just wanted them to put a new tire on a wheel I took off my '07 Lexus ES350 myself.  I dropped it off because it would be a while before they could get to it & picked it up. When I got the new tire & wheel on the car, I noticed the valve stem was rubber and not metal like the others. The TPMS icon in the instrument cluster stayed on. Found out they replaced the TPM sender/valve because the tire changer broke the original valve/sender and didn't tell me. I took the tire back & they said they need to program the new sender to the car computer.  But the computer never accepted it. The Walmart tire manager sent me to an auto part store to get another sensor and paid me back when I returned.  That didn't work either.  Finally they said take it to a mechanic to get it fixed, get a receipt and they'll reimburse me.  Next chance I had, I took it to a Lexus dealer over 100 miles away, got a repair receipt, & Walmart reimbursed me almost $400 cash & made me sign a release saying the issue is resolved.

I don't recommend Walmart tires either.  I needed new tires for my '03 Acura CL I owned a couple cars ago. I bought Goodyear 17"s they had in stock. Sometimes they wouldn't hold air.  A sharp rock sliced the sidewall of one of them, had to buy another new tire. They seemed to be made cheaper.  I buy Michelins now, not installed by Walmart even though it costs more.
