Hey Scott, so I recently bought a 1999 Toyota sienna through a private party for $700. It has 198,000 miles automatic Everything works well. The only issue it does not reverse. I took it to a shop and they told me I need to get a rebuild that will cost me $1677 is worth it please help thank you

About what I would expect, not surprising on a 25-year-old vehicle sold for $700. That's parts car pricing.
$1677 sounds awfully cheap for a "rebuilt" transmission, even for a used one. What kind of shop did you go to? How much diagnosis did they do? If you're lucky it might just be a bad solenoid.
