My daughter has Rav 4 2021 4 wheel drive with 40,000 miles went for oil change at the Toyota dealer and they recommended a $299 carbon cleaning, a gas additive $30 and oil additive $20.
I told her I was going to ask you, if that was needed.
It's just a way for the dealer to extract an extra $350 from your wallet. I'd pass on it.
No, you don't need any of it. Stop going to the dealership as soon as you can.
Double check the owners manual. TMK, the only things necessary are oil changes and tire rotations at 40,000 miles (and general inspection and tipping off fluids). That’s about it.

BUT, if you live in certain countries or states, a fuel additive is required as part of maintenance. I can’t remember off the top of my head, but places like Hawaii, Puerto Rico. Most people don’t need it.
Carbon Cleaning, seems like a scam for Toyota’s. Because they already have dual injection and or port injection. It may be worth considering or researching for other makes that use direct injection.
An oil additive sounds like snake oil to me. That’s just a plain rip off.
