Toyota vios 1.5A voltage drop

Whenever I start my car, the idling voltage would sit between 13.5 to 14 but once I move off and stops again at traffic junctions, it randomly drops to between 12 to 12.9 when idling and rough engine idling.

Voltage usually goes back up to between 13 to 14 after I start to move again.

I have gotten a new battery and new alternator but it does not seem to fix the issue.

I have tried using STP fuel injector cleaner, clean my air filter etc.

Wondering what could be wrong or if it is an electrical circuit issue.

Amperes (A) are units of current, not voltage.

The drive belt (serpentine belt) might need some adjustment. Do you have a manual tensioner?
