I just purchased radial tires to replace my bias 13'' boat trailer tires. I was told they are better for highway driving. Now I find out they have more bounce. Was this a good decision, weight is 1700lbs.

you'll get used to it. Radial tires do ride better. (not that it really matters on a trailer.)

With only 1700 lbs, you would be perfectly fine with radials.
