Hey Scotty and respect for what you bring us!!!
I have a 2007 Ford Mondeo 2.0 tdci Ford/PSA engine, manual transmission, with 94k miles on it.
The turbocharger variable vane actuator position reads -49.11V, instead reading between 0 - 5 V.
No check engine light and no apparent other symptoms.
Should I be worried?

You don't want to let that go.
Get a mechanic to check it out ASAP as many things can cause a stuck vane (carbon build up, board issues, etc.) but none of them are issues you want to drive with for any period of time.
