2008 chev silverado 4.3L 6cyl, temp gage is stuck on 160, engine light says turn engine off, upper and lower hoses are cold, antifreeze res. full, put in new thermostat still same. help please

14 year old water pump?

dead water pump, or
clogged radiator (which a garden hose can verify in about 5 minutes)
My money is on the pump.
