I want to get your opinion on a 2002 Toyota Avalon · XLS Sedan 164,000 miles on it , no codes obviously I know I would wanna take it to a local mechanic to check it out thoroughly but it’s for sale by owner for $4000 in your opinion is this something that warrant looking into further?

for sale by owner for $4000

Those were well built cars and when taken care of can log several 100k miles. The V6 has a timing belt but its not an interference engine so if it did break you don't lose the engine. Kelley Blue Book has the value around $3k.. their values are reportedly derived from recent retail sales.

Everything depends on how well it was maintained and its current condition, which should be determined by a good independent mechanic's inspection.
