Vehicle revvs to 4000rpm at startup followed by surging and rough idle

I have 2002 chrysler town and country limited edition with the 3.8L engine. It's got 211,000 miles on it.

Vehicle had a leaking head gasket and I took the heads off and changed the gaskets. After getting the vehicle all back together I started it up. Immediately the RPM shoots to 4000RPM for a few seconds before dropping to around 1200-1500rpm where it begins surging up to 2000rpm. I have never encountered this issue before and not sure where to start.

P1491, P0442, and P0455 are the 3 codes, but I believe the vehicle already head these codes prior to the engine rebuild.

Sounds like you have a massive vacuum like somewhere sucking air also make sure that if you have a throttle cable the cable isn't binding or if you don't that the throttle itself is not sticking or got bent in this wedge did not closing directly

I think I found the issue. The engine kit that was ordered came with 2 fel-pro manifold gaskets instead of the 6 rubber insert gaskets. I was skeptical of using them and was going to reuse the old ones and get new ones later, but one of them went missing.
I got a new set of gaskets I'm going to try and see if that fixes the issue.

Incorrect torquing the intake manifold can distort and bind the throttle body,  Check it for smooth operation.

Turned out to be bad gaskets on the manifold. Got rid of the ones from the kit and got new ones from the local part store. Fires right up nice and smooth now.

Excellent!!
