2017 VW Jetta SE TSI
A/C works only intermittently. When it does work it blows cold when it doesn’t it will blow hot/warm air.
Switch? Relay? Compressor?

What are the system pressures? Is the condenser fan working? Is your blend door working properly? Are there any codes related to the HVAC system?
A lot of VW owners share that same complaint: My AC works great. Then it stops working. Then it works great again.....
VW uses a clutchless compressor. Instead of the clutch, the compressor has an A/C Compressor Control Solenoid Valve. When these are faulty they cause the symptoms you're describing.
Like @chucktobias just told you, it's time to hook a set of A/C gauges to it. If it's the solenoid valve (or another issue) you'll see it on the gauges. Probably a little higher than normal psi on the Low Pressure Side.
On some VWs you don't have to remove the compressor to get to it. On some you have to remove a shield. On some you have to remove the compressor.
In any case, the refrigerant has to be removed to replace the solenoid valve.
