Why is washer fluid sold in 1 gallon containers but every vehicle I’ve owned can’t take the full bottle?

Mine seem to be a gallon in both my cars.
Some places you may not need that much washer fluid, but in the north, with salt on the roads, you can go through it pretty quick, it would be annoying to have a smaller one.

I've noticed this as well, so I run the window washers until I can fit it all in. Haha.
