Weird brakes

Hello scotty, on my 2002 4runner the brakes feel very weird. I purchased it used with 214k miles and it's been that way since the first time I test drove it. Basically the way they act is when I lightly apply pressure for the first 1 or 2 inches of pressing the pedal down it's very very light, almost no actual activating of the brakes, especially at higher speeds. But after that point it jumps to full on activation as if I've slammed on the brakes but all I've done is press it a bit further. Essentially it goes from one extreme to the next, no gradual progression of stoppage. The previous owner had the brake pads replaced about 3 years ago, any ideas as to what could be causing this and how to fix it?

Are they locking up or just slowing down extremely?

No they aren't locking up they're just slowing down to an extreme point.

Are you low on brake fluid?

If you don’t know the vehicle’s service history, it might be time for new brake fluid and brake bleeding. Also, check the condition of your brakes and instal new pads if the old ones have worn thin.

I have not checked the brake fluid but I will do so. If it's not low or anything do you reccomended still taking it in to get it replaced and have it bled?

It should be replaced anyway because it is hygroscopic; it attracts and retains water that compromises the ability of the fluid to properly do its job.  If the pads a thin, the piston in the caliper may be sticking in the out position causing a partial "Grab."
