Dear Scotty,
Greetings from New York City. I drive a 2021 Toyota 4Runner. I commute by highway on my way to work. Today, as I got off the highway and onto the streets and started to hear a weird flapping noise coming from the left rear tire. It's not losing air and I checked to see if any debris was stuck to it and there isn't any. What do you think it could be? Be well and Have a Great Day.
It could be the wheel bearing or an unbalanced tire rotation. Find where the noise is coming from exactly before touching and/or replacing anything.

The tire could have internal failures or separation. Is there a vibration as well?
Have the tires checked at a tire shop.
What do you think it could be?
Were all the windows rolled up, fully?
I checked to see if any debris was stuck to it
Also check all the moving parts in the wheel wheel & undercarriage, for debris lodged inside.
Does the flapping noise increase/decrease correspondingly with vehicle speed?
