worn plastic stained by human hands. The owner must have driven with a death grip on the wheel.
or didn't like to wash his hands.

Discoloration, no worries.....put a steering cover over it.....

Old Hyundai/Kia vehicles were notorious for having plastic trim discolour, as they age.
PS, it’s not worth more than $1000, let alone $2500, thanks to its very high mileage.
As with any used car, have it thoroughly inspected by a good mechanic, before you buy it.
You'll find much better Camry/Accords for $2500 than that junky Optima.
