Oil drain plugs make sense being at the bottom of an engine due to gravity. The filter on the other hand just filters the oil and could be put anywhere I think, so why not in an easily accessible place.

The main pro is it's very easy to access. On some vehicles external piping is used to run the oil to and from the filter which is a potential failure point.

the oil filter needs to be near the oil-pick up in the pan.
The further away you put it, the more cost and points of failure you add to the system.
also you want the filter to be full of oil when you start up the engine
