I think that only applies to those being brought in under the 25-year rule that don't meet U.S. standards. It may not affect the old Subaru 360 pickups and vans that were actually sold here legally as new vehicles. The Subarus were not "Japanese domestic" vehicles that the article references, they were U.S. specification and met all applicable regulations at the time.
