What car can I get in California for $21000?

We need to purchase a car possible year 2020-2023 since in California the Toyota Camry, Kia, & Honda are high on the theft list what car would you suggest 78 yrs old persons buy that is considered dependable and possible under $21,000 included registration, taxes, fees etc. sedan or possible suv v4 engine automatic transmission possible mileage no higher than 60,000?

Stay away from the Korean cars. The Camry will be just fine.

That’s hard these days. It seems like used cars in the most recent model years are just starting at $20,000 these days. When $20,000 used to get you a nice brand new car. 

My usual recs for cars: Camry, Accord, Corolla, Civic. 

And for SUV’s: RAV4, CRV, Corolla Cross, HRV. 

Those would be my first choices going to look for in your years and price range.

If you can spend a bit more buy a brand new base trim Toyota Corolla; it'll last you a long time. There is the Corolla Cross for suv but it's already $2k more than the Corolla so it'll put it a lot more over your desired price after you add title, registration, etc.
