My interface supports all OBDII protocls and I have an Alfa Romeo Giulia 2.0 Turbo

I already have it but it doesn't allow me to reprogram anything.
what do you want to program?
To permanently switch off the auto Start-Stop function instead of having to remember to push the button each time
I'm afraid that won't be possible with what you have. Low cost OBD tools only do diagnostic stuff, not program. The easiest way will be for you to see a mechanic.
