What size of cargo van do you need?

Please tell us what are the options you're looking at.

(Also, I'm assuming you're in the US - and I really can't think of too many cargo van options there...)

Tough ask. Any cargo van right now under $10k is likely to be pretty rough. Prices in that segment are bonkers.
Realistically, you’ll probably have to just take what you can get. Avoid Ram Promaster if you can. Sprinters and Ford Transits are preferred, but $$$.

Maybe check the Van Life boards for someone who is getting out or upgrading.

With that criteria you won't find anything. First thing to go is mpg, you're driving a fridge packed with junk.

When I was moving last time I rented a 2010 or so E350 extended box which wasn't bad. It was a few feet shorter than those church vans, power wise I wasn't impressed. Tried smoking the tires, nothing but "loading".

If you can find one of those with under 150k that should do it.

To be honest, if you are looking for a van that can haul, and be reliable, for less than 12k, you will have to look at much older vans. Late 80's to very early 90's Ford Econoline vans, and same year range GM G body vans. Just be warned, most of the time, these vans will be ragged out, and will need a lot of work. And on top of that, the fuel mileage won't be the greatest. Now you may find some later model Econoline vans for cheap, but I almost bet that they will have the 5.4L in them, and you won't want that, as the engine will have timing issues due to lack of proper maintenance.

Forget it. This is not compatible with your other requirements.
