I been a back yard car fixer sense the 1970 and want to buy a scanner for my cars but it seem in Calif they won't let get one. What i'm asking
what are the rules and if I can how do I purchase one.

It all depends on the scan tool. What do you want? A more basic one, or one that does bidirectional testing and transmission related stuff? The sky is the limit.

Who's not letting you buy a diagnostic tool?
That's what thought. California is banning scan tools, now? Lol. For some reason I wouldn't put it past that state.
