Why do my rim balancing weights fall off?

Greeting,

I was about to change my winter tires on steel rims to my summer tires on Alloys.

Noticed that a weight has fallen off (found it in the bag). I bag the wheels and store them in the garage all winter upright not flat.

I also notice some weights are missing too, must have fallen off while I was driving last summer.

Are these weights that are stick-on prone to falling off?

What did the installers do wrong, if this is not normal?

Is there a better system other than these stick-ons?

Is it possible they are cheap stick-ons,the surface was not cleaned properly before putting the weight on, or just time (5 years)?

The adhesive on those weights can let go over time, especially if the surface of the wheel is not prepared (cleaned) properly.
